Over the past several years, Minnesota Community Land Trusts have a history of leveraging State investments with other private and public funding to create over 1,250 permanently affordable homes for working families. The following MN Housing Finance Agency funds have been invested in Community Land Trusts:

• Challenge Funds

• Housing Infrastructure Bonds

• MHFA Mortgages

• Capacity Funds

 

Challenge Funds are used by members of the Minnesota Community Land Trust Coalition, to provide sustainable homeownership opportunities for workforce households who would otherwise have difficulty entering homeownership. We work with local units of government and leverage both public and private funds to create permanently affordable homeownership opportunities through a one-time investment in purchase of land and the underwriting of construction and repair costs. 

 

In Minnesota’s changing housing market, supporting affordable workforce housing is essential in our state if we are to continue to create cost effective housing options for our workforce.

As the state becomes more diverse, CLTs are well positioned to serve Communities of Color. Today, approximately one-third of the households served by CLTs are Community of Color households. Minnesota CLTs are providing homeownership opportunities for Community of Color households approximately two to five times the local population’s homeownership rates for Community of Color households.

 

The bottom line, CLTs offer affordable and stable housing opportunities to Minnesota’s working families and address the growing needs of emerging markets. The Coalition’s analysis of communities served by them indicate an additional 3,000 households could benefit from this unique ownership model. Additional state support would leverage public and private funds to assist another 3,000 working families become homeowners over the next decade.

 

Members of the Coalition continue to work with state and local government units as well as other lenders such as HOME, Community Development Block Grants, Hennepin County, Met Council, Greater Minnesota, local communities, and private funders.
